DEL Franklin St. Closure NS/CSX
Grade Crossing Closure – Franklin St. / Orange Township
The Ohio Rail Development Commission, in cooperation with the Orange Township Board of Trustees, the Delaware County Board of Commissioners, the Delaware County Engineer, Norfolk Southern Railway, and CSX Transportation propose to close the railroad grade crossing at Franklin St. in Orange Township. The purpose of the project is to improve safety for the traveling public through the removal of a redundant grade crossing.
The Franklin St. crossing, which is currently protected with crossbucks and stop signs, will be permanently closed and all traffic will be rerouted to the existing grade crossing at Lewis Center Rd., which is protected with warning lights and roadway gates.
No impacts on regulated floodplains, parks and recreational properties, or streams and wetlands will occur as a part of the project. No deep excavation is required, and no trees will be removed. ORDC environmental staff accessed the SHPO GIS database on March 24, 2021 and in accordance with Appendix A of the Section 106 Programmatic Agreement executed November 8, 2017, the project will not impact historic properties or historic districts.
The closure is anticipated to be in place by the summer of 2021.
