The Board of Township Trustees of Orange Township, Delaware County, Ohio (“Board”), intends to contract for architectural and/or engineering services to provide design, construction drawings, specifications and construction administration services associated with the alterations project at its Township Hall located at 1680 E. Orange Road, Lewis Center, Ohio 43135.  

It is anticipated the scope of services will include: Field documentation of existing conditions; Provide developed design for main entry area within the existing building volume; Provide developed design for a conference room outside of the main meeting room; Provide developed design for an arrangement for the south office room for systems furniture; Provide developed design for the conversion of the existing garage to become office space; Electrical alterations (power and lighting); Coordination of fire protection systems alterations; Mechanical alterations for existing spaces, new system for garage alterations; Provide permit drawings, sealed; Attend construction administration meetings as requested; and Provide periodic reviews on the project during construction and at completion.  

Services are also anticipated to include, architectural and interior design for fixed interior finishes and furniture specifications. All services shall be provided with qualified design professionals licensed by the State of Ohio.

Pro¬fessional design firms wishing to be considered for a contract to provide the required services should reply by delivering eight (8) hard copies and one electronic PDF version of their Statement of Qualifications in a sealed opaque envelope identified "Statement of Qualifications for Design and Construction of Orange Town-ship Hall Alterations," in person or by U.S. Mail to the office of the Township Administrator, 1680 E. Orange Road, Lewis Center Ohio 43035 no later than 3:00 p.m. on January 11, 2019.  Statements received after this deadline will not be consid¬ered.

Statements of Qualifications should include information regarding the com¬petence of the professional design firm to perform the required professional design services as indicated by the technical training, education, and experience of the firm's personnel, especially the technical training, education and experience of the employees within the firm who would be assigned to perform the services; the ability of the  firm in terms of its workload and the availability of qualified personnel, equipment and facilities to perform the required professional design services competently and expeditiously; past performance of the firm as reflected by the evaluations of previous clients with respect to such factors as  control of costs, quality of work, and meeting of deadlines; the firm's experience in similar projects; any previous work performed for the Board; and other similar factors.

Unless waived by the Board for good cause, the successful firm shall have and maintain, or be covered by, during the period the services are rendered, a professional liability insurance policy or policies in an amount considered sufficient by the Board with a company or companies that are authorized to do business in this state and that afford professional liability coverage for the professional design services rendered. 

The successful firm will not have a disqualifying unresolved finding for recovery, as provided in Ohio Revised Code ("R.C.") §9.24.  Prior to any agreement, the successful firm must provide an Internal Revenue Service Form W-9 and execute a Certification/Affidavit in Compliance with R.C. Section 3517.13 which will be provided by the Board.  If the successful firm is an individual or has less than five employees, it will be required to complete and have each of its employees complete, pursuant to R.C. §145.038, an OPERS Independent Contractor Acknowledgement Form.  A provision will be included in any resulting agreement by which the successful firm will certify that the person(s) responsible for its organization are in compliance with the contractor contribution limitations set forth in R.C. §3517.13(I) and R.C. §3517.13(J).

Responding firms will be evaluated and ranked in order of their qualifications.  Following this evaluation, the Board will enter into contract negotiations with the most highly qualified firm, reserving the right to proceed to negotiate with the next most highly qualified firms in order of ranking if a proposal acceptable to the Board cannot be reached.  

The Board reserves the right to select the Statement of Qualifications deemed most acceptable, to waive any irregularities that do not affect the substance of the requirements of this Public Announcement, and to reject any or all Statements of Qualifications received.  Neither this solicitation nor the submission of a reply to this Public Announcement shall commit the Board to award a contract, to pay any costs incurred in preparation of a response to this request, or to procure or contract any services.  The Board reserves the right to modify or cancel, in part or in its entirety, the scope of the project reflected in this solicitation.
