Bid Title: Alum Creek Bridge Project

Sealed bids will be received by the Board of Township Trustees of Orange Township, Delaware County, Ohio (hereinafter “Owner”), c/o Joel M. Spitzer, Orange Township Fiscal Officer, at 1680 E. Orange Road, Lewis Center, Ohio 43035, until 1:30 p.m., local time, on April 10, 2017, for furnishing all labor, materials, equipment and all related items necessary to complete the project known as: “Alum Creek Bridge Project” and at that time and place publicly opened and read aloud.  All bids shall be considered valid until sixty (60) days after the bid opening date although not accepted or rejected.  The cost estimate of this project is: Five Hundred Ninety-two Thousand Three Hundred and Thirty-Seven Dollars and Seventy-Seven Cents ($592,337.77).  A pre-bid conference shall be held at 1:30 p.m., local time, on March 24, 2017 at the Orange Township Hall, located at 1680 East Orange Road, Lewis Center, Ohio 43035.  RPO, LLC Scott Overturf (614)204-1428 has been contracted by the Owner as Owner’s Representative, to help organize and oversee the project, and as such will so act in all matters as may be designated by Owner.

This contract requires the successful bidder, on a lump sum basis, to provide all labor, materials and equipment necessary to complete the  Alum Creek Bridge Project in accordance with the provisions of the Project Manual.  This is a turnkey project.  “Turnkey” means that the Contractor assumes total responsibility to build, supply and install, complete and ready to operate, the Alum Creek Bridge Project.  Voluntary Alternates will not be accepted.

The Project Manual, containing the entire terms and conditions of this contract, together with detailed technical specifications, bid documents and contract documents, must be purchased by contacting Key Blue Printing, 6180 Cleveland Avenue, Columbus, Ohio 43231 [Telephone: (614) 899-6180] until the time of bid opening.  The Project Manual may also be examined during standard business hours at the Orange Township Hall, 1680 East Orange Road, Lewis Center, Ohio 43035 Telephone: (740) 548-5430 Fax: (740) 548-7537 or at Builders Exchange/F.W. Dodge Division, 1175 Dublin Road, Columbus, Ohio 43215 [Telephone: (614) 486-6575].  Bids must be submitted on bid forms contained in the Project Manual mentioned, and shall be enclosed in sealed opaque envelopes addressed to the Owner, c/o Joel M. Spitzer, Orange Township Fiscal Officer, 1680 East Orange Road, Lewis Center, Ohio 43035, marked: "Bid for Alum Creek Bridge Project."

Each bidder is required to furnish with its proposal a bid security in accordance with Ohio Revised Code (hereinafter "R.C.") Section 153.54, et seq.  The bid security shall be a Bid Bond in the full amount of the price bid, or consist of a cashier's check, certified check or letter of credit equal to ten percent (10%) of the price bid.  Bid security furnished in Bid Bond form shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety.  All bid security shall be in favor of the Owner.

A performance bond in the full amount of the price bid shall be required from the successful bidder.  Said bond shall be in the name of the Owner, be furnished within ten (10) days from the date of the award, and be in accordance with R.C. Section 153.54, et seq.  The performance bond shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety.

Each Proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein.  Each bidder must submit evidence of its experience on projects of similar size and complexity.  The owner intends and requires that this project, including punch list work and project closeout, be completed no later than November 16, 2017.  Time is of the essence to this contract.  Each prospective bidder shall be an Equal Opportunity Employer.  In the event that the successful bidder fails to fully meet and perform the obligations imposed and required as part of this contract, the successful bidder will be required to pay liquidated damages, in the amount specified in the Project Manual, for each calendar day’s delay.

To be eligible for consideration of award, a bidder must not have a disqualifying unresolved finding for recovery, as provided in R.C. Section 9.24.  Per R.C. Section 2909.33, the successful bidder will be required to certify that it does not provide material assistance to any organization on the United States Department of State terrorist exclusion list, which list may be found on the Ohio Homeland Security web site at:  Certification shall be made by completing a Declaration Regarding Material Assistance/No Assistance to a Terrorist Organization form.  Prior to Owner’s entering into the contract, the successful bidder must execute the Certification/Affidavit in Compliance with R.C. Section 3517.13 included in the Project Manual and a provision will be included in the contract by which that bidder will further certify that the persons responsible for its organization are in compliance with the contractor contribution limitations set forth in R.C. 3517.13(I) and R.C. 3517.13(J).

The successful Bidder must comply with the prevailing wage rates on Public Improvements in Delaware County, Ohio as determined by the Wage and Hour Bureau, Division of Labor and Worker Safety of the Ohio Department of Commerce, and as provided in R.C. Chapter 4115, and must provide the Owner and the Orange Township Fiscal Officer with all requested evidence of such compliance.

The Owner reserves the right to select the Bidder deemed to be the lowest responsive and responsible bidder, as determined by the Owner, to reject any and/or all bids, or any portion of any and/or all bids, to waive informalities or irregularities that do not affect the substance of bid specifications and contents of the Project Manual and to award the bid in the manner deemed to be in the best interest of the Owner.
